Here is one recipe for you
INGREDIENTS
* 1 pound ground beef
* 1/2 cup uncooked long grain white rice
* 1 cup water
* 6 green bell peppers
* 2 (8 ounce) cans tomato sauce
* 1 tablespoon Worcestershire sauce
* 1/4 teaspoon garlic powder
* 1/4 teaspoon onion powder
* salt and pepper to taste
* 1 teaspoon Italian seasoning
DIRECTIONS
1. Preheat oven to 350 degrees F (175 degrees C).
2. Place the rice and water in a saucepan, and bring to a boil. Reduce heat, cover, and cook 20 minutes. In a skillet over medium heat, cook the beef until evenly browned.
3. Remove and discard the tops, seeds, and membranes of the bell peppers. Arrange peppers in a baking dish with the hollowed sides facing upward. (Slice the bottoms of the peppers if necessary so that they will stand upright.)
4. In a bowl, mix the browned beef, cooked rice, 1 can tomato sauce, Worcestershire sauce, garlic powder, onion powder, salt, and pepper. Spoon an equal amount of the mixture into each hollowed pepper. Mix the remaining tomato sauce and Italian seasoning in a bowl, and pour over the stuffed peppers.
5. Bake 1 hour in the preheated oven, basting with sauce every 15 minutes, until the peppers are tender.

It is really a personal preference. I prefer my peppers crispy so I do not boil them first. If the pepper gets too mushy, it will not hold it's shape. I think the important part here is do not stuff the peppers too tightly, when the filling swells, it may split the pepper open.

NO!!!! If you boil them when you go to bake them they will fall apart in the oven and you'll have a big mess!
Just make the filling,stuff the peppers, and put them in the oven! They will soften in the oven!!

Yes, I eat them regularly and I find that without boiling them the pepper skin gets a little dry. But you just blanche them- have water boiling, cut tops off pappers, remove seeds, place in boiling water for like 1 minute. I think they are too tough if you skip this step.

No need to boil the peppers first. They cook quickly. 'Sides, who wants to work with a hot, soft pepper? Better to stuff them while they're still crisp.

If you fill the peppers and put them in the baking dish sitting upright, then put a little bit of water in the bottom of the dish, it should be fine. They will soften up as you cook.

NO! they'll be too soft and the stuffing will fall out.
stuff them, and then put them into the oven until your pepers reach the right texture. Yum...stuffed peppers.
