People ask rhetorical questions to confirm whether or not the individuals around them are thinking the same way they do. Asking rhetorical questions is better then assuming though, so no it's not a complete waste of time but quite annoying.

Some people ask as a way of generationg discussions, getting people to think, looking for and or sharing new ideas, view points or opinions.
Learning and understanding others, sharing ideas is never a waste of time.

Because this is Yahoo Answers. The only way that they can make a statement without getting their account deleted is to phrase it as a question. Of course, some then answer their own question, believing that they're technically staying within the rules of YA.

To gain a consensus of how others relate to the question. Everyone wants to be part of the majority and in order to know this for sure, one must query others to see if their opinion judged by others is the same.

Some people ask questions - being aware of the answer - simply because they want to know that others agree with them, or that they know the same things.

In this section, there's a lot of drive-by proselytizing.
They get to feel like they're fulfilling their Christians duties of 'bringing souls to Christ' and being persecuted and hated. It's win win win for them.
Other people's opinions are irrelevant in that.
