Budgies reach maturity at a relatively early age. Keep in mind, birds ovulate (and therefore lay eggs) without having the eggs be fertile, just like women ovulate without necessarily becoming pregnant.

If she is laying now, I still wouldn't recommend mating her/introducing her to a male until she's a bit older. She's not done growing (just like an adolescent girl will often become fertile before she's done physically growing), and it's best to wait til she's grown if you plan to mate her. But regardless, because she will lay eggs even if you don't mate her, you'll want to make sure she's on a good diet - NOT an all-seed diet, as this causes calcium and vitamin A deficiency, which can lead to a deadly condition called egg-binding and peritonitis. A parrot's diet should be no more than 30% bird seed (no sunflower seed, which is way too fatty for the normal diet - save that for training treats!), and the other 70% should be made up of a mixture of quality parrot pellets (ie vetafarm) and fresh fruits and vegetables (but never give your bird chocolate, avocado, or onion - those are often toxic to birds). You may offer a cuttlefish bone for calcium supplementation which most birds enjoy chewing and wearing their beaks down on, although some pet birds like small amounts of cheese as a treat (but again, be wary of the fat).

Budgies can reach sexual maturity at about 6 months, but younger birds usually have little or no interest in sex. They can and will lay eggs, but it might be that its not fertilized. And, if its a female with no male, then that is probably the case. Its normal, but if you can, try to keep the budgies from mating till around a year, or older. Would you wanna have kids when youre six months old? :))
