Well, you can cheat by using a store-bought scallopped potatoe mix and enhance it with the velveeta, or you can make your own. Here's something I've enjoyed:
6 Yukon Gold Potatoes, skins on, sliced 1/4 inch thick and par-boiled in chicken broth until tender crisp
6 sliced platter bacon, chopped and sauteed until crisp, but not overly done
1 onion, sliced thinly
1 cube butter
1 16 oz container Velveeta
1 cup light sour cream
Salt and Fresh Ground pepper to taste
Sautee onion rings in 1/2 the butter until carmelized and golden. Heat sour cream and Velveeta until melted through, season with salt and pepper. Layer potatoes, onions, velveeta mixture and repeat, ending with cheese mixture. Top with bacon and bake at 350 degrees until bubbly and potatoes are tender.

I've got 2 recipes, and I switch off from one to the other......
EASY SCALLOPED POTATOES
1 (2 lb.) bag hash browns
1 pt. mayonnaise (not salad dressing)
1 lb. Velveeta cheese
Mix together and bake at 350 degrees for 1/2 hour, then stir and bake another 1/2 hour.
SCALLOPED POTATOES
5 or 6 sliced potatoes
1 diced onion
1 1/2 c. milk
About 2 inch chunk Velveeta cheese
1/2 stick butter
Salt and pepper
In saucepan, combine 1 1/2 cups milk, cheese, butter, salt, and pepper. Using 1/2 cup milk, combine with 2 tablespoons cornstarch, add to above. Heat until butter is melted, and cheese has melted. Add the mixture to potatoes and bake 1 hour or until potatoes are tender at 350 degrees in 9x13 inch pan.

4. Grate cheese
5. Heat milk with a touch of nutmeg.
5. Grease pan
6. Pour a little milk on bottom of pan and put a layer of potatoes, cover with cheese and repeat -- ending with cheese.
7. Once pan full, bake until brown.
