Apply 2 tablespoon raw milk on the face and neck or where ever it is dry and leave it to dry. Wash off with cold water. This helps to get soft skin. Usually once get dry skin because your skin loose moister very soon, can keep it, so, the real question whould be how to lock that moister in your skin.
I saw an answer of the other fellows and I remember when I moved to Iowa, in winter, is so cold, that is not moister in the air, so as a result, skin looses its moister and never absorve any from the air. after shower, before you get your towel, put baby oil all over your skin, that will lock the moister that your skin absorve from the shower. I also mix half bottle of regular body lotion and olive oil (doesn't smell) is just perfect for the skin, I even use the olive oil for my hear and take it off with regular shampoo over the shower.

Take showers in lukewarm water, or even cold water if you can stand it. When you get out of the shower don't dry off! Put on your lotion while your skin is still wet and let yourself air dry. I know it might feel gross at first (after you air-dry, your skin is smoother because you've locked in the water), but after a few days, my skin was MUCH better. I sometimes moisturize again with Hempz lotion or Hempz body butter, both also work really well.

Eucerin was very effective for my dry skin, but also try drinking lots of water, and don't overwash the affected area.

use aveeno lotion for relief of extra dry ,itchy skin,the one with cooling menthol is great,u will see the results in just a few days,it works great even more better than the prescribed cream,i have a very sensitive skin that easily gets dry ,and this lotion comes as the magic solution for me

I recommend that whatever lotion you use, you apply when your skin is wet. the lotion tends to hold in the moisture.
Outside of lotion, I also recommend that you run a humidifier in your bedroom.
