According to U.S. regulations, the honk NEEDS to work, even without a key in the ignition. Supposedly because if someone enters their vehicle, and there's an intruder attacking them, as a safety measure it MUST work.

You can honk your horn anytime of the day or night you feel like honking your horn. It has nothing to do with starting your car though.

You can realy honk it anytime but the best time is when you leave for work at 5 in the morning. Why should you be the only one up!!!

some cars alarms are horns sounds but as far as just honking the horn , i believe you can ,i used to do that with my 1990 toyota camery .

The horn should always have power - even if you have lost the key! The ignition switch is not needed at all.
