Home built planes are built under an experimental license with limits on what you can do. Depending on approval, you may be able to carry one passenger. It is difficult enough to finish a 2 person plane, going larger would be phenomenal. Contact the Experimental Aircraft Association.

Yeap, there is this kit that lets you bulid an airplane similar to airbus a380 and can carry up to 800 passengers. It's made of fabric and it requiers 2 AA battery to operate!!!!

You try to get a large group of people to agree to ride in an ultralight-homebuilt airplane and let me know... been flying for years and still dont trust those things.
