Recently-healed scars contain more capillaries than normal skin. If you submerge your body in hot water all your capillaries dilate - a reflex action, to try to cool down. You may not notice this except with the extra capillaries contained in the scar. The extra blood-flow to these capillaries makes the scar look red

With time and further healing, this effect lessens. In white-skinned people, the skin cells of the scar contain less melanin, so the capicity to tan in the sun is reduced. For this reason, scars become more white than the rest of your skin as time passes.

Hope this explains!

if the water you are putting it in is warm the blood vessels would be dialating to try and cool the surface of the skin, thisis a cooling method used all over the body.
You will also find that scars tan much darker than the rest of your skin, its just because it is damaged skin cells and they act in different ways to normal skin cells.
they are more suseptable to heat, light and damage.
