My mom and stepdad went to the Dominican Republic and got pure cocoa and pure sugar...how can I make hot chocolate from pure cocoa?

Heat two cups of skimmed evaporated milk until very hot, but not boiling. Mix 1/4 cup of the cocoa into 1/2 cup of cold water until mixed thoroughly. Stir the cocoa water mixture into the hot milk. Add two or three tablespoons of the sugar to the mix and stir until melted. Serve in two mugs. Adjust sugar to taste.

Hot Cocoa
3/4 cup powdered milk
1/2 teaspoon ground cinnamon
3/4 cup sugar
1/2 cup cocoa powder
4 ounces bittersweet chocolate
Combine all the dry ingredients in a large bowl and mix well. Take the bittersweet chocolate and roughly chop it up to give a chunky but consistent size. Mix well with a wooden spoon and then store in a dry airtight container. To make the hot chocolate, simply add 1 cup of water per 1/2 cup of hot cocoa mix. Heat in a small saucepan over low heat, stirring with a whisk. Heat until hot, but do not boil, about 6 to 7 minutes. Serve with marshmallows.

first you boil water... then you add the cocoa... dump in some sugar and... VIOLA! ... a steaming hot choco... by the way, you have to get in proportion the water and the choco... for example... 2 tablets of choco is to be added to a liet of water... and vice versa... just try not to add too much choco in the water since pure cocoa is considerably strong...^^
