Easy way... Kerosene.
Don't use gasoline. It would work, but its too flammable. Kerosene you just about have to try to light. Gasoline can light up all too easily.
Use the Kerosene OUTDOORS. It won't take a lot. Put some on a rag, and let it soak into the stuff on your skin, then rub. Repeat until its all off.
dispose of the rags carefully. Kerosene soaked rags can spontaneously ignite. If you have a charcoal grill, just go ahead and burn them. Its slightly polluting to the air, but a little pollution is better than a 3-alarm fire.
when you have gotten the tar off, wash well then use a skin lotion with aloe. The kerosene is not good for the skin.
If you get tar on yourself a lot... you need to wear appropriate protective clothing so it DOES NOT get on your skin. cleaning it off with Kerosene once Every 3 or 4 years won't hurt you. Every day it will.

Go buy something called GooGone. It's great. I use it to get oil paint off of my hands all the time after I've been in the studio. The sell it at virtually any retail store like Target or Wal-mart.

WD 40....happens to me all the time when I work at roofing. WD 40 wont leave you smelling like a gas station attendant.

I would try rubbing alcohol. It's normally good for dissolving sticky substances and is safe for the skin.

Light oil works...
Gasoline works but is not very safe...

Cut your skin off with a knife. It'll grow back and you'll have a cool scar. Girls will like it.
