of course, just like humans can be retarded. It's poss. that a prob. could have that same effect. Take them to your vet. If nothing is wrong then you might think about training them. Local pet. trainers are listed in the yellow pages.

No, in basic terms no longer properly experienced. additionally, she could be having seizures. Seizures do no longer advise shaking consistently, status nonetheless and zoning out is a sort of seizure. Get her examined and artwork harder on education.

Yes you can get animals that have suffered brain damage either during birth or during surgery from lack of oxygen.
Most of them function fine but are a little unco-ordinated.
