A wheel and axel are really a form of a lever. This would form the basis of a winch drum. Then use a pulley and rope, winding the rope onto the winch .

Pulley & Lever to lift

OR

Wind the rope around the can. Place the can on its side at the base of the ramp. Pull on the rope and as it unwinds the can rolls up the ramp. You can also pull on the rope with a pulley.

this uses Lever, Ramp & Pulley
(The lever is the radius of the can which forms a wheel)

You can use a pry bar (Lever) to roll the can up the ramp using the screw driven in to the ramp at the edge of the can as a fulcrum. Use the pulley to pull on the lever.
