Brands of kids shoes vary widely in their sizing (especially the cheaper ones). A 12- to 15-month-old could wear anything from a 4 to a 6, depending on the brand and how big the child is for his or her age.

at that age, my daughter wore size 3 and 4. She is 18 months, and is just getting into size 5.
Every kid is different, just like every adult. Most shoe stores have cool little measuring rugs or panels that will size your child's foot just by placing the foot on the appropriate little shoe mold. You can also just take a shoe of a size and place your kids foot on the bottom of the shoe and see how the foot fits.

Mine wore a size 5 at 12 months, but she has big (long) feet for her age.

depends on the child.
my little girl took size 3 at that age but my friend little one takes size 5 and he's 14 months old!! just measure their feet or take them with you or trace out their feet and take it to the shoe store and someone will help you.

my son was in a sz 5 on his first birthday and in size 6 at 15months, he's almost 18months now and is in sz 7.. just. my friends baby who was born on the same day is still in sz 4-5.
