Ive already answered this question but the new information kind of changes my mind it absolutely is dog abuse because the neighbors have a dog so they are obviously not afraid of them. they should have talked to you about the problem. SO you should call Ur vet make an appointment to make sure ur dog is okay and when u call her tell her what happend and ask her what you should do to report your neighbor but do it now because you don't want to wait to long to report something.
Also you are also at fault for this because if Ur standing there watching your dog go on your neighbors lawn u shouldn't watch her standing there barking you should go over and get her off their lawn. And if their dog is attacking you should report that too.

Yes,what you've described is abuse.
But the fact of the matter is you have a yippy little ankle biter that under no circumstance should be allowed off your property unless it's on a leash for it's own safety. And if you cared for this animal at all you'd realize it has got to be protected from people such as these as well as larger animals and cars. And if you refuse to accept your responsibility to this poor little dogs health and welfare then expect horrible things such as this to happen.
You don't have to like your neighbors but you do have to respect their property and their feelings as well to a certain extent.
This action has put you on notice.Never leave your little dog unattended if you know he can escape your yard. And when out of your yard make sure he's leashed and you won't have these problems.

In a case of this nature-- it is a simple matter of assault and the police should be notified if and when this happens again -- a case of animal abuse is only viable IF and when there has been actual injury to the animal that can be proven to be intentional---a hard case in the least view--- however an assault charge is much easier to prove and carries a much stiffer penalty under the law and is the route that YOU need to go to get these lunatics in line with correct behavior !!!

Sounds to me like you may need a lawyer. No one is allowed to throw a dog unless it is trying to kill somebody. I would stop these people in their tracks right now!

You just don't get it do you.
LOL Rob, it does make my eyes bleed, and my head implode to read things like that. But when you've been around for awhile, you learn to "translate".
