Of course you need peppers, I use a ordinary roll of breakfast sausage ground and browned, when I drain the sausage I keep the juice and set the sausage aside, I then add some celery, carrots, and onion finely chopped into the pan I used to brown the sausage then I add the juice I saved from draining, and cook the veggies till the onions are clear then I add regular rice, (enough to make a 50/50 mix of sausage to rice) and the correct amount of water for the rice, (regular rice is usually a 1 to 2 mix of rice to water, 1cup rice to 2 cups water) salt and pepper to taste (carefull because some sausage can be salty) cook the rice and then add the sausage to the rice mix well and stuff the peppers (raw peppers) place in a pan and bake at 375 for about 20 minutes, 25 to 30 for a very soft pepper.
This is a very good recipe and has allways pleased my guests, and can be made ahead of time because they reheat really great in the microwave. (note: a one pound roll of sausage will make 4 large peppers or 6 medium.) also you can try another favorite of mine, use the same recipe as above but take out the rice and replace it with cooked cabage. (note: you need twice the volume of cabage because it will reduce in size after cooking.) be sure to drain the cabbag and veggies before combining with the sausage.

4 to 6 green peppers, tops cut off and seeded.
1 cup (or more) of cooked white rice
1 pound ground pork and veal
1 small onion, diced small
salt
pepper
garlic powder (a tablespoon)
3 cans tomato soup mixed with 3 cans of water
uncooked cabbage leaves, the big outer ones from heads of cabbage

Mix the meats, spices, and rice and onion well. In another bowl mix the soup and water. Fill the peppers and place in a small roasting pan, making sure they will stand up thru cooking. Pour the soup mixture over them and place the cabbage leaves on top and add some soup on that too moisten them. Cover and place in 350 oven for 1 hour, basting once. (over the cabbage leaves is fine, use a turkey baster) Turn the oven to 250 and bake for about another 1.5 to 2 hours.

I promise you will LOVE these.

Similar (almost the same) question was asked two days ago. Please check.
There are two basic ways of stuffing bell peppers.
1- Rice, chopped onions, chopped parsley (or mint leaves), tomato or tomato paste, spices etc. Add some olive oil. Cook in some water till rice is soft.
2- The same ingredients, plus ground beef. Mix all ingredients and stuff the peppers. You don't need to use olive oil this time. You can use vegetable oil.

All of these are good butt if you're broke and don't have 3 hours to cook them....Get some ground beef, peppers, Uncle Ben's minute rice ( It's in a bag), and a can of Manwich (Sloppy Joe). Clean your peppers while browning the beef... heat the package of already made Uncle Ben's rice in the microwave...Combine all together with Manwich... I usually use some Hot Sauce or crushed Hot peppers or whatever I have that's adds a little kick to 'em (I Like It Hot)....Stuff your peppers and put them in the Oven 350 for 30 min...

Make a stuffing with rice, ground beef - brown it first, along with some finely chopped onions - pine nuts, and whatever seasoning takes your fancy. Bake in a covered casserole until they're soggy and wonderful.

By the way, if you take roughly equal quantities of sliced peppers and sliced field mushrooms and cook them slowly in a mixture of Worcester Sauce and dark brown sugar, the result may look evil but it tastes absolutely delicious.

I do. I do. I do.
6 large bell peppers
1 Lb. ground beef
1/2 cup chopped onion
1, 16oz. can tomatoes, you cut up
1/2 cup rice
1/2 cup water
1 tsp salt
1 tsp Worcester shire sauce
1 cup American cheese
Cut tops off bell peppers; discard seeds/membranes. Chops tops/set aside. Cook the whole peppers in boiling water for 5 minutes, uncovered; invert/drain. Sprinkle insides with salt. That's that part.
In a skillet cook ground beef, onion and chopped pepper tops until meat is browned; drain fat. add undrained tomatoes (cut up),uncooked rice, water, salt, Worcestershire, and dash pepper. Bring to boil, lower heat and simmer (covered) 15/18 minutes, until rice is done. Stir in cheese. Stuff peppers with meat mixture. place in baking dish and cook covered in 350 oven for 35 minutes.
