I have a recipe that calls for 4 cloves of garlic. Is that 4 bulbs of garlic that are peeled or is it what's inside the bulb. Like you can get 8 cloves of garlic from one bulb?

When you buy garlic, you buy it by the bulb. When you pull apart the bulb you get individual cloves of garlic. Tip on peeling a clove of garlic, put it on a flat surface, and put you the blade of your knife over it flat, then just hit the blade with the palm of your hand, but not so hard that you crush the garlic completely. It will crush the garlic slightly making it more easy to peel the garlic

The clove part is what you can break off the bulb or head of whole garlic. Whatever recipe you're making though, add more garlic. :)

A clove is a single piece of the bulb. You should have nearly 15 cloves in each bulb.
