When he's getting ready to poop he gets aggressive and barks. He doesn't appear to be constipated because he poops regularly. I also saw him scoot once. I just took him to the Vet and she said he's fine and said his butt might just be itchy. I guess he has to scoot a lot more in order for it to be considered a problem.

He is probably barking to get your attention! Also, the reason most dogs scoot is because their anal glands are full, your vet should check that out and drain them for you.

First, if he is an inside dog he is probably just getting your attention. Second, normally when they scoot like that it means some kind of worms, have you had him checked?
