That would depend on the breed entirely.
Huskys die in tropical countries at an earlier age than in the colder climes. The dogs in Antactica had to be destroyed as they would not have tolerated temperatures back on the mainland.

Collies etc with long fir suffer in the heat as do many spaniels. But people keep them regardless.
The best temps are aroind 25-29C which is where most humans might feel more confortable on the average

In the summer when it's 110 outside my huskies prefer to hang out on the tile floor inside under the air conditioner. Rather than doing two long walks or visits at the dog park, we tend to do a couple of shorter walks so they don't overheat.

In the winter they love it outside and it's usually me that makes us go back in.

A good rule of thumb is that they like to be roughly the same temperature that you do, but individual breeds and dogs will vary. Pay attention to your dog and you will figure it out.

Depends on the breed. A Mexican Hairless would not do well in the cold, where as an Alaskan Malamute does not handle heat well.
