This is something I have been wondering for sometime now. Who comes up with the AKC breed standards? Is it the parent club? And how are the people who decide experts on the breed? Most important, are those standards based on looks or working ability?

Bear2zeal, why the 2 standards? and which do you think better fits the shepherd?

According to the answers I have received so far, I am led to believe that there is more than 1 standard for the same breed, depending on whom you ask. Do people actually think that the AKC breed standard will produce dogs that can actually work? Or are they looking more for beauty?

first of all, the verminator has the proper answer here..But I wanted to add..

The original breed standard for my breed was built upon a single dog that was imported from the country of origin. There had been other imports, but this dog was especially 'typey'..so the standard in UK was based upon him..The standard was carried to USA when the hounds came over here from UK..The American standard was revised in the 1940's to reflect the dogs most capable of the sports they were being bred for..In 1970's, a minor revision was added, to encourage the breed to have a height cap..as the excessively tall dogs were developing bone cancers..
Now, I have one especially close to perfection..She is built to breed standard in every way..At 11 years old, she is still more athletic than any others I have ever had..even though my others are champions, and good examples of the breed, the one closest to the written standard is by far the more athletic dog..Her grandsire was a Westminster winner, and highest pointed dog of any breed in his time..Her sire is titled in 5 countries..
So, 'beauty' follows form and function...

The parent club of that breed comes up with the standard. Now the parent club will always take suggestions from people that show and breed if changes need to be made. Depending on the breed, the standard is for structure, size, temperment and color. The breeds that are more working breeds, their standards are also on working ability. The standard for the German Shepherd is different between the GSDCA standard which the AKC goes by and the standard set up with the SV.

The breeds parent club decides the breed standard. When the breed was in development the people developing the breed designed the breed standard to fit the goal that they had in mind.Once they were able to establish "type" they then established the parent club. Members of the parent clubs decide when if any changes need to be added/subtracted from the standard.
Dogs in the hound, sporting, working & herding groups were designed with function/workability as the goal as well as the best possible conformation to withstand the rigors of their job. Each group had a specific goal in mind.

The Parent club decides on & writes the BREED STANDARD!

Those people who admire & care & KNOW about a breed,who have kept RECORDS of the out-come of breedings,who can & WILL *CULL*,who are able to articulate the "word picture" of a perfect speciman of that breed. Who've spent DECADES & HUGE amounts of money developing the breed.

Like-minded folks get together & spend YEARS on the exact wording,who argue back & forth & finally vote on the results of their work.
Working ability was of primary concern to most of the original breeds....but many breeds "jobs" entail being attractive & "sweet" tempered. So their standard must reflect this.
Others became seperate breeds when their job requirements needed to be adapted to fit OTHER terrain or different quarry or coat,color,size preferances.

"Looks" reflect the working ability! A dog that LOOKS like "such & such" does a better job! Breeding to that dog will more likely PRODUCE others looking like "such & such" & ACTING like such & such.
One can use the Terriers as an example. Something as simple as the developement of the WHWT supposedly came about from the careless shooting of the dark colored Cairn by idiot "hunters" & people began breeding the occasional white animal-which were concidered a terrible FAULT-instead of culling them,to make the dogs more visible on leaving the den.
Too bad they didn't demand smarter PEOPLE,eh?

I think it is the parent club that comes up with the standard. I think the standard itself is based on what the dog was bred to do, and the qualities that it must have if it were to actually go out and do that job.

The parent club makes the standards, and both they and the AKC officials have to vote on it to approve it. Also, they can change the standard if they need to.
