I think you have miss heard the phrase "quote, unquote". That phrase is referring to the first quote marks and then the second quote marks. Usually people say it while wiggling two finger of each hand. They are trying to say that the quotes go around the next word or phrase they are about to say.

Usually, what they mean is that some people say the phrase or thing the phrase is correct, but they are not sure about that.

For example, while talking someone might say..quote unquote global warming.... if they don't think there really is global warming, but they want to talk about the topic, and there is no better phrase to use to refer to it.

The proper term is "Quote, unquote" Which means the beginning and the end of a quoted statement or word.

I believe that's supposed to be quote, unquote, like when you're quoting someone.
