I had to cook frozen chicken yesterday. I cooked it as usual and when it was about ready I turned the heat down to make sure I cooked it all the way to the bone.

You can, but very slowly. You will need to keep it covered during the cooking process (steam helps it cook more thoroughly). I suggest letting it thaw just a little (but you can season it) That will help in marinating the seasoning. Just be sure to keep covered until almost done and then remove cover to help it brown more.

If you have a BBQ grill, you can wrap them (individually) in aluminum foil, place them on the grill, and when they are about 3/4 done, unwrap them and place on the screen, add some BBQ sauce to them to keep them from burning. When they are a nice medium brown color, remove them and eat them.
If you want to fry them in a skillet.: first place a plastic bowl of water in Microwave, then heat the water. Place the thighs in the warm water, and Microwave them for a couple minutes. Then, take them out of the Microwave, dry them off, and fry as you usually do.
