Here in Winnipeg the city has designated snow-dumping sites. Their can be so much that the larger sites can take until July to completely melt. After the snow is gone the city goes in to clean up and they always find the odd bicycle or dead dog that didn't escape the plough. Other things I have heard being found are engine blocks, shopping carts and TV sets.
Snow cleared from the road should never be dumped directly into a river or lake. Not only does it contain strange objects by it also contains a lot of engine oils and all manner of chemicals that end up landing on the road that vehicle drop.

Anywhere they can till it melts. Maybe a vacant lot or field.
