Most parrots are tropical birds, or at best temperate climate dwellers. They migrate to warmer areas in winter. Tolerance of cold is quite low. There are parrots in England USA Canada that are in cold areas and they possibly survive. But I doubt many are left outside. To keep parrots successfully you need protection from drafts and a warm dry area. Many people convert their garages to accommodate their bird collections and apply heaters of some sort to raise the temperature to a more comfortable level.

If you have a basement where there is a central heating unit put the bird there where it can remain warm and dry. Just don;t put it too close so that you have baked parrot OK?

Make sure the poor things are indoors. Prop a heat lamp near the cage, but not too near as they will get too warm. Parakeets do not like cold weather. Or place a blanket around part of the cage and turn up your thermostat.

How cold do you mean? Parakeets can tolerate pretty low temps, as long as they aren't exposed to drafts.
If the room is very cold, as in lower than 55*, you can place a desk lamp (not fluorescent) on top of their cage and let it shine down on the top perches. They can then sit under it if they need to.

You can cover them up, during the day like you would at night or you can buy special heater lamps that you can put by their cage. Or keep the lights on in a room for a while, close the windows + doors and then eventually turn off the lights and put the keets in.

Leave him indoor. I would put a heat lamp about 5ft. away to keep the cage warm.At night I would cover his cage with a blanket and leave the heat lamp on. If the cage is on the ground or on a flat surface, put the blankets on the cage and then put pillows over it
