In theory, yes. And specific shelters such as for unwed mothers or parents with children might be helpful in some cases.
But, forcing a person into a shelter who does not want to go is a bad idea. They can be hotbeds (No pun intended) of crime and hate. I would much rather be warm and cozy in a hidey hole than awake and in fear in a "shelter".

There are many facits to homelessness, one type is a person or persons that lose their home due to a accident or eviction, ant the other is homelessness due to being mentualy ill, and/or substance abuse, usually temporary shleters are used by mentually ill or addicts.. I have volunteered and interned for homes and shelters. I feel really bad for these people because the agencies put them through a ringer of paperwork, proof of income and questions, i know it is necessary to do this because sometimes its the same individuals that become homeless because once they get help they dont maintian the rent or get evited for not complying with housing rules. but yes it is help and beneficial especially if the home has a program that helps the individuals become more self sufficiant and independent, rather then just giving them temporary shelter.
