This is a bit of a trick question. The bee and the flower evolved together. A clearer question is "which came first, the pollinating insect or the flower". Given this question, the answer is "the flower". The reasons being as follows:
1) there are wind pollinated flowers that do not require insect vectors.
2) prior to the existence of flowers, any insects could not have been "pollinating" for the simple reason there would be nothing for them to pollinate.

well your teacher is seriously misinformed. Water pollination exists, and it's called hydrophily. It occurs in Minnesota in the waterweeds (Elodea canadensis and nuttallii) and in some pondweeds (Potomogeton), just to name some examples.
as to what came first the bee or the flower... it doesn't count as the egg or the chicken question because flowers can exist without bees and bees can live without flowers.

Plants have existed for 425 million years but flowers evolved some 130 million years ago (atleast that's when the fossils have been dated too).
Now, bees are highly specialized wasps and they evolved about 100 million years ago (30 million years after the flower.)

to the first poster who said water is a pollinator for flowers....my teacher would slap you..someone tried to tell her that water is a pollinator and she had a fit
