If you have a WinXP pc, choose System Recovery as the pc starts (you may have to hit a Function key like F8 or F10).

If you miss it on startup, choose Safe Mode. When Safe Mode comes up, look for System Recovery in your Program Files/Accessories or PC Tools.

When you get into System Recovery, pick a Recovery Point before the power problem happened. Do a Recovery to that point.

Then Restart your system normally.

If you do not have WinXP, it will be much more complicated to recover.

Good Luck
