The state of Ohio has many many Kill Shelters. Try adopting a dog from one of these or a rescue in Ohio. They are free. After an interview and such ( the only thing you will pay for would be the dog's adoption fee) you can have a dog.
There are lots of dogs that need forever homes in rescues and shelters. Start your search there. This website has alot of information about available dogs - some are in Ohio:

You really don't want to get a "free" dog because this means either something is medically and there can be many other things wrong with a "free" dog.
Check out this site http://www.petfinder.com this site has many shelters that rescue animals of all sorts, you are able to search with in your home area and the site will pin point a breed of dog your interested in. Pet finder is an awesome site, they also have classifieds were people are tiring to find homes for there own pets.
I am hoping you stay clear from a "free" dog. I did take in a free German Shepherd Dog and I have had nothing but issues; such as, my dog has huge trust issues so when it comes to punishing her I need to be calm and quiet and correct her in positive ways yes even though she did something wrong I need to make her understand that I am not going to hurt her but she did do something wrong, and body language is the way I show her she did do wrong, I have had her for a year now and she is starting to come out of her shell with us, but I know the breed so it really doesn't bother me that she was for "free", but it does bug me that someone wouldn't give this adorable dog a chance.
I am sorry for talking about my dog, but I wanted you to see what issues can arrise if you do find a "free" dog.

If you want to take a road trip to Roswell, NM, I will give you a dog. I will include a doghouse and a large bag of food if you come and get her this week. She is a nice dog, as dogs go, but she was abandoned here by my former tenant and I don't have time to treat her as she should be treated. I have researched the options and the only place that will take her is the pound, which is where she goes when the week is up. Husband says Him or Her, and I've had him longer.

I don't know about finding a free dog. You can maybe check your local classifieds to see if anyone is looking for a new home for their dog. Or you can check your local animal shelters. These dogs are not free, but the adoption fee is reasonable. Usually between $100-$200. And there are TONS of dogs who are in need of a good home. You can try looking on http://www.petfinder.com/ to search for dogs who are in animal shelters in your area. You can search for a specific breed, size, age, and gender. These dogs are cheaper than from a breeder, but don't forget about other costs. Like food, toys, collar and leash, food bowls, AND vet bills. Good Luck finding your new dog!!

What do you want with a free dog? If you can not afford to pay for a dog, then it would be safe to say you can't afford to take care of him/her either. Therefore, you should not have a pet!!
Here is what "Free pet" means to people:
