The effects of an electric field on plant growth is quite contentious and not easily summarized. Some people have found stimulation; others no effect; and others inhibition. This confusion may arise from artefacts like ozone production or differences in protocol (size of electric field; static or alternating, slowly rising or quickly rising, conductivity of the soil, type and age of plant, etc). Sorry, but there is no easy answer to your question.
