Yes. Consider the story of Jonah and Nineveh. God was going to destroy the city and its people. But when he saw that they repented, he relented.
Another story was of a king God sent his prophet to, to tell him he was going to die. But the king prayed earnestly. And before the prophet had left the grounds, God told him to turn back and tell the king he had 15 more years. (I forget the name at the moment; but if you want, I can look them up).
There are several other stories in the Bible where God changed his plans, usually because of a repentance of the person or people who were the object of his specific plan.

Gen.18:21-33 Abraham talked with God about Destroying Sodom and Gomorrah. We talk to God through prayer. We can ask God to change the outcome through intercessory prayer!

Yes that is the truth. I have asked Him to do that for me and He has - a few times. He is a loving God and wants to give us our desires - but that may not be His will. Also, there are times in the Bible where He has changed his mind - when his people pray to Him asking by faith - but again may not be His perfect will for us. Blessings dear one.

Scripture speaks of Him repenting (Which in the English means to change). This leads me to believe that most people do not understand how He relates to the future. He is so perfectly adequate that nothing can mess Him up.

Numbers 23:19
God is not a man, that he should lie, nor a son of man, that he should change his mind. Does he speak and then not act? Does he promise and not fulfill?
I can never remember which parts of the Bible to take literally, is this one of them?

God said "I will destroy man whom I have created from the face of the earth; both man and beast; and the creeping thing, and the fowls of the air; for it repenteth me that had created them." (Genesis 6)
Then he changed his mind again, and killed only most of them, not all of them.
Eventually he will exile 99% of the human race to Hell.
