He's the kid from the Calvin & Hobbes comic-strips. There is no real point actually, other than to demonstraight how onrey Calvin can be.
Sometimes it's used to express the drivers dislike for something, like Calvin peeing on a cross.

it started out as a battle between Ford and Chevy - the kid was originally peeing on the icon of the companies and has now expanded to the kid doing all sorts of other things.

No point, it is trying to insult whatever the pee is landing on. I just think of the brain level of the person that put it on their vehicle and paid money for it, and am glad they are in another vehicle and not mine.
