Not really. There are people who claim to have made translators but Dogs don't have a true language. They communicate, but not in a way that could be truly translated into a form comprehended by humans.

Only in the movies. Inspector Gadget had one..the majority of dog language is not vocal, but mostly body language..They do have a few vocal phrases, but by far, it is the tilt of the ear, movement of the tail, squint of the eye, angle of the head, etc..

However, it has been proven that dogs do laugh, and you can get a CD of dogs laughing..It is a grunting pant, that you hear when they are playing fetch, etc..They have been using that sound track in shelters, and it gets all the dogs wagging their tails and many of them laughing..Here is one story of that> http://www.sciencenews.org/articles/20010728/fob9.asp
