its probably the shaver socket you plug it into thats buzzing, they have a transformer in them to provide the 110V and it tends to be low quality and buzzy even on 230V. Nothing to worry about.
Oh yeah and mine does it, with sonicare and braun. If you want to prove the above try plugging it into a normal socket through a two pin adaptor.

It should not make a noise when on charge, I would definitely suspect that it is faulty, and you should try to get a replacement, but first check that there is no foreign bodies in the socket.

Well it depends what make it is but if its from the UK my daughter has a sonicare one and yes it does buzz very loudly xxx hope that helped!

If you are saying that it buzzes while it is charging, the answer is no it shouldn't. It will of course buzz while you are cleaning your teeth with it. Hope this helps.

No. If there is a transformer in there, all you should get is an almost silent hum. If it's very noisy, take it back and get a battery one.
