I like the way you put your question. When I read Buddha bolts, I thought it was a new cat toy or some thing. lol Try a harness instead. Make sure tho that it's the right size for your kitty as they too can slip out of them if it's too big. Make sure that the harness fist snugly, don't put it too tight as it can hurt him. If in doubt, go to your pet store and ask for assistance. Some one there will give you some options and maybe some remedies as well.

Try a harness instead of a collar. They can't slip out of them as easily. Cats don't like them much, but it's better than losing the cat over the fence and into the road! Also, be sure to always supervise the cat while you're outdoors. If it gets in trouble (tangled in the lead, etc.) you are readily available to help out.

You can buy a cat enclosure/fence at places such as Drs. Foster and Smith, which will give your little guy some safe space to run around on the grass. Also (and yes I know I am a crazy cat lady for this) I have an actual pet stroller I take my cat to the park in. It's mesh with zippers, completely safe so they won't get out. We drive up to our local park and go walking for a few miles in the nice weather. I have the AT3 Pet Gear stroller, which is like the suv of pet strollers, lol. We can go on trails, bike paths, and over grass easily. I got it online at justpetstrollers.com for under $150. My cat gets a kick out of it, so I figured what the heck, as long as she enjoys it we'll do it.

Kitty harness. They can not slip out of it. How is that. If you can not find one for a cat get one for a small dog. I have 3. So cute.

can you cover the area?like w/chickenwire. maybe try a harness instead of a collar,cats are good at getting collars off.

get a feline funhouse. its a net that enables your cat to be outside but not be able to escape because of it. your cat can still enjoy fresh air.
