Yes, as long as it does not have a foul smell. Make sure to cook it extra. Also cook it frozen and use as soon as possible, put it in some water. You could use it in spaghetti or something where the beef is all ground up. Good Luck!!

Any meat that is cooked well with water present at least for the initial cooking will be just fine, though I would be heavy on the spices.
You can eat totally rotten meat if it is well cooked in a stew with water & salt. It may not taste too good but its still feul for your body under difficult conditions.

The expy date is only for thawed meat. If it was frozen when bought, it will be fine. It's very common for ground beef to turn brown on the outside. You'll find when it thaws that it is red in the middle.

If you froze it before the date, then yes it's fine to eat. The brown color is oxidation and freezer burn. But it will be fine, just a little off taste from the freezer burn.

If you froze the ground meat when you brought it home from the store then as long as it's not a year old your ok.
