... if you speak evil God will see you as evil... if you speak good, accourding to God's Word, which is what is being talked about here, then you will be seen as good by God....evil is condemned...good is rewarded.

I think he meant that we are accountable for what we say ... and this carries over to what we do and how we treat others. I think he meant for us to recognize this in ourselves ... to understand our need for forgiveness and try hard to do better.
These words come at the end of the parable about good and bad fruit. When Luke, chapter 6 tells the same parable it ends in vs. 45 with these counterpart words (CEV):
"Good people do good things because of the good in their hearts. Bad people do bad things because of the evil in their hearts. Your words show what is in your heart."
... and what is in our hearts is what really matters.

it means you better think long and hard about all that you say and do because on judgement day all mankind and animals as well will speak to god and tell him all your good and bad things in your whole life so what ever you say or do can become your dopwnfall in the end but always remember that the truth shall set you free!

judge not yet ye be judged yourself. He is basically saying that words form the expressions of a human's soul, and whether they are good or bad, they help to form who he is.
