what is the absolute cheapest way to build offices in an existing warehouse?

while keeping to code in N. California.
without a need for windows or insulation
while using the existing floor
....a prefab co. quoted me $20 psf including everything, electrical, ventalation, shipping, assembly, everything. Is there a cheaper way?

Buy yo some of those cubicle partitions. Granted they suck for privacy, they are cheaper than creating an internal structure. Also you don't need a permit.LOL

Put yellow tape on floor to designate walls and doors. Place cheap desk inside yellow tape. drawers are unnecessary. Chairs are optional, your call. Everyone must knock before entering anothers office out of respect. Everyone answers their cell phone while working anyway so have them multitask and use the same phone for business. Of course I would not recommend any of this. But you did ask for cheap solutions. Good luck
