Looking to buy an upgrade police scanner - I currently found a Uniden Bearcat BC 55 XTL in my basement. It works ok but has to be about 15 years old. What is a good model I can look for an upgrade? I'm not looking to spend a lot of money & will buy it used on E-bay. Looking to spend about $20 - $25

Uniden Bearcats are decent scanners. I don't know if you can find anything in the price range you mention. eBay would be a good place to look. You could also try garage or boot sales. Depending on what the local PD has for a radio system, you may need a trunk tracking scanner. Worse yet, you might need a digital capable scanner to hear them. Those are definitely not cheap.
