Remember that your party is as much for the dog owners as the doggie guests. I suggest having a separate area for people food so that the dogs are not stealing people food. Serve Ice Cream with crushed doggy treats aka dog bisquits. Our neighborhood ice cream parlor has these on the menu. When the family goes out for ice cream the dog gets her bowl full also. Dogs love it, have fun !
By the way, Pet Smart has birthday hats for dogs and cats that you buy according to size so that they fit correctly which will allow them to stay put on the dogs head.

I threw my dog a first birthday party and it didn't go so well. A bunch of neigborhood dogs came and two of the male dogs continually were fighting because of "power issues". Both wanted control over the females in the park... If you're having a party, I suggest invited only one gender of dogs, or only small ones.
