I took a picture and it came out blurred because the person was in motion. I have Photoshop Elements 4.0 is it possible to fix it?

Usually you can't fix what's not there to begin with. If the photo is blurred, the details you need to make it sharp aren't there. There is not an easy fix to this problem. Adobe Photoshop can work wonders if you know how to use it, but the old saying "garbage in, garbage out" works in most situations. Just experiment with your camera until you get your settings down for that type of photo.

There is no way to fix the Photo.

Retaking the pictiure is the only option.
