It's been said before, but I'll say it again: An SKS is NOT an "assault rifle."
That being said, the best way to get one is to obtain a C&R FFL (Curio & Relic Federal Firearms License). This is available from the BATFE (Federal Bureau of Alcohol, Tobacco, Firearms & Explosives).
Once you have your C&R FFL, you will be able to buy SKS rifles (and many other handguns and rifles, as well) directly from distributors, and have them shipped to your front door. Not only that, but you will qualify for Dealer Discounts when buying from many shooting supplies companies, like Brownell's & MidwayUSA.
A C&R FFL is cheap--$30.00 for a three-year license. That makes it worth having for the discounts alone, even if you never buy any guns with it.
You can order the application form from the BATFE here:
http://www.atf.treas.gov/dcof/index.htm
The form you will be requesting is "F 5310.16 (F7CR) - Application for License (Collector of Curios and Relics) Under 18 U.S.C. Chapter 44, Firearms".
Once you've got it, mail an ink-signed copy (DON'T SIGN THE ORIGINAL!) to C&R gun dealers that you might want to deal with in the future. You don't want to see a good deal later and miss it because the dealer doesn't already have your FFL.
Finally, here are a couple of sources of SKS's for C&R FFL holders.

Chinese made model is primo; you are probably tired of hearing that it is not an assault rifle so I won't say that. If possible get one with the screwed barrel instead of the pinned one; it is supposed to be better. Have both types and have never had a problem with either so don't worry about it. Crappiest made SKS I ever owned was a russian made one; and it still functioned just fine.

JGsales. Good condition $119.95, like new $159.95. These are the Yugo's and they are the most well built. I have one and I helped a buddy get one. Ours look like they were never issued and this was for a gun bought over the phone. I haven't seen a sks at any gun show or gun shop that looked better. The Yugo is heavier than the other sks models because they are more beefed up. Warning! Yugo's are a C&R gun, if you want to change it to use high cap mags, you will have to change many parts to be under the ten imported parts law.

SKSs are not assault rifles. They shoot AK-47 ammo, 7.62X39. Any gun store or pawn shop should have a few. The very best pick is the Yugo 59/66. Superior workmanship and materials and neat features the others don't have.
The Yugos are the most improved, made with better steels on modern equipment. The Chinese are bottom shelf quality. The Yugos are top of the line. And you don't need a chrome lined barrel in the U.S. They are for very cold or humid conditions and aren't necessary.

The Yugoslavian and Romanian models sellf for less than that usually. At our store we retail them for $149.99. Comes with some extras too. Generally the Chinese Norinco models will bring a little more and are more sought after and are considered a little "better." If a Chinese and a Yugo are the same price get the Chinese. They get a bad rap but Norinco didn't get to be the worlds biggest gun company for making junk.

Yugoslavian 59/66 SKS should go for around $150-200 at any friendly local gun shoppe, cheaper at a gun show.
