this sounds odd to me

Well, Mom, I think it's stupid. Why are we worried about offending people?? The words Thou Shalt Not Kill are offensive. Not being able to blow up infidels and stone women at will is offensive. I live in Scotland and I've never heard of this-I think it's a bag of crap you just made up. Do you think we're a bunch of bloody muppets?
Edit- You used the word forbidden when in fact it was only a directive offering advice and a code of conduct designed to deter homophobia-nothing was actively forbidden and no one is to be sanctioned for using those terms.
