I was raised to believe that God is all powerful, so I suppose, if he were so inclined, he could turn the Rio Grande into fly paper, yes. Better question is...why would he want to? Are there a lot of flies down there?

If there is a God, and he possessed all the acclaimed powers, then sure.
But why fly paper? I like toilet paper better, 2ply cotton soft... mmm... bum whippingly good.

He created it - so, yeah, silly question but he certainly can - perhaps fly paper wouldn't be a preference.
