I was raised to believe that God is all powerful, so I suppose, if he were so inclined, he could turn the Rio Grande into fly paper, yes. Better question is...why would he want to? Are there a lot of flies down there?

If there is a God, and he possessed all the acclaimed powers, then sure.
But why fly paper? I like toilet paper better, 2ply cotton soft... mmm... bum whippingly good.

His word says that All things are possible with God. and that all things are possible to Him who believes. He created all of life didn't he? Don't u think he can change it?
