OMG try Sally Hansen's hair removale products, they're amazing. Whatever you do, only use them weekly, if you abuse them too much it won't mesh well with your skin and burns or spots could develop.
When using a cream you can do it in the privacy of your home or with friends, just read the package and all of it's instructions. These products can be picked up or ordered for online at any CVS, Rite Aid, Pharmacy or all purpose drug store. Hope I helped!

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are “permanent” hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

You already have the answers. Waxing is your best bet,but you'll have to endure some amount of pain. Are you sure you are really hairy? Lots of people have some hair on their arms, and if you don't make a fuss about it no one will notice or be bothered by it.
Shaving is just a no go area.

Waxing all the way it last for upto 4 weeks and yeah it does hurt at first but after you have used sooo many times it starts not to hurt as much

Waxing is your best bet because it removes all the hair and lasts longer.It also causes less hair to grow eventually.It doesn't really hurt that much and the results are worth it.The only other thing I could suggest is bleaching for the hair on your arms.This wouldn't be any use for your legs though.

for your arms, i recommend using a man's buzz cutter on the shortest setting to make them shorter (b/c if you shave them, then the hair will grow from the thickest part to the surface which makes your arm hair look thicker)believe me you don't wanna hassle with shaving and waxing your arms.

DON'T SHAVE YOU ARMS AT ALL AFTER A WHILE IT FEELS LIKE A MANS FACE WHEN HE SHAVES ...IT FEELS ROUGH AND CONSTANTLY YOU HAVE TO MOISTURIZE
