First of all the flood of the Bible was not world wide but local albeit over a vast area,the local bird population would have flown away to the outside of the flood perimeter, and returned slowly when the flood waters receded.

They drowned. A rain that hard, will make it impossible to fly. Birds will tire and give in to exhaustion, keeling over & drowning in the rapidly rising water.

The trees became covered, so were all the mountains. Besides, there was nothing to eat. Fresh water fish all died as the waters rose, because the salt water oceans mixed with the fresh water rivers, lakes, and streams. They couldn't survive in the salt.

Birds had nowhere to rest, nowhere to eat, of course they drowned!

There were birds on the ark. Noah sent out ravens to look for land and also a dove which returned with a twig.

Water birds probably just swam around in the water. Land birds could always have perched on the Ark.
