It depends on what you want. If you just want a pet as an companion check out the the pound, dog rescues, humane societies. They will have had a health checks, got all their shots and have been spayed or neutered. And need a home before they are euthanized.

If you want a quality dog go to a compent breeder that can provide a Pedigree for the dog.. You will pay a lot more for it but it will be an example of a good quality breeding. A dog that you can take to competation trials. It will have the proper conformation and temperament.

Either save a life or get a quality dog with a Pedigree. I would check out the pounds and some of the others and save a life cause I have no intention of breeding.

If a mix is okay, then a shelter or rescue group is a great place to find that. If you prefer a specific breed, then a reputable breeder is the way to go. Reputable breeders are the only place to get a healthy, well bred purebred puppy. Here is a link to akc.org's ethical breeding guidelines... http://www.akc.org/breeders/resp_breeding/Articles/breeder.cfm I personally would not buy from any breeder not adhering to these.

The best place to buy a puppy is from a responsible breeder...one who does genetic health testing, researches pedigrees very carefully, shows or has their dogs evalauted to make sure they meet breed standard, screens potential buyers, has a health guarantee of at least 2 years, doesn't breed any dog under 2 years old, doesn't breed females more then once a year, has dogs registered with a legit registry and not one of the scam registries.

Go to the AKC site and get a list of kennel/breed clubs in your state, contact them and they will put you in touch with responsible breeders.
