Someone that doesn't want to be friends is "short" with you. Someone who really doesn't like you, ignores you. Move on.

If you really like this person, do not go up to them and bluntly tell them that you like them. Make it clear by the little things that you do for them: hold the door, say hi, smile, help them with their stuff... and once you both know that you like eachother then tell go ahead. But try to avoid the shock of saying "i like you" right away because then it might turn out that nothing happens.

I wouldn't do anything different , if they are going to like you it should be for you are. We humans are real good at looking out for people who are trying to be someone they are not and our nature tells us to stay clear. Be the best of yourself and that person will be attracted to you for who you are.
