Do you have any friends with older, patient dogs? If so, you could introduce your fearful dog to your friend's dog in a calm environment. If your dog is very scared, ask your friend to put their dog in a down-stay, so that your dog can take his time approaching the other dog to sniff, etc. It's important to not pressure your dog to 'do anything' - many times in the first few sessions, your dog may just need to be in the same room as the other dog for a while. Let your dog take this at his own pace.
You are very smart for asking for help. It's so sad to see our little best friends being afraid of things - my dog is afraid of loud noises (city buses, construction noise) I regret that I didn't help him more to overcome this when he was a pup, but I am doing the work now to help him - giving lots of treats whenever I hear a bus coming, for example. I always reward him with his favorite treats when there are loud noises of any kind, and it is working, but I have to take it slowly.

Very normal, you need to socialize him. If you have a dog park near you, that's a very good place to start. Take him on walks where there are a lot of people and other dogs. And DON'T baby him when he acts scared... trust me, he'll get over it very quickly. It took 2 trips to the dog park for my little Yorkie and now she's the boss there!

age of dog? if it's still a puppy, puppy kindergarten is a good start. if the dog is older slowly take him around friends dogs that are not aggresive my dogs play with the cats so maybe a kitten

How old is the dog? was it abused? does it have doggie friends to play with? look at those things and then I suggest to take it to a day care center to get accustom to being with other dogs. they will get socialized there...worth a try, eh?
