There are levels of hearing loss - from very mild, high or low range losses to extreme profound hearing loss. Clapping at your child's side can give you some basic comfort that they do not have a complete hearing loss but it would not give you a full picture of possible ranges of hearing loss. Even a very mild hearing loss can affect speech development.
My 2 year old recently had a hearing test with an audiologist at the local hospital. We were given a referral to the ENT (Ear Nose and Throat) department by our pediatrician. The testing took about 30 minutes and my son actually enjoyed it. The audiologist took the time to make it fun for him.
Speak to your child's pediatrician if you are concerned.

All the other answers look like they've hit the nail on the head. Here's my two cents:
My parents thought I was deaf when I was a baby (I wasn't, and I'm not autistic either), and they even tried the clapping thing - they say they came up behind me and made a noise in each ear, (generally starting softly, then getting louder) to see if I responded, and generally I didn't. Eventually, they took to a specialist ear, nose and throat doctor, who gave me the all clear and explained that I was just a baby who was more interested in what I was doing than the things that were going on around me.

If you have tried some of the suggestions and are still not clear, you should take your child to the hospital and have them tested by an audiologist. They will give them a full battery of age appropriate hearing tests to determine if they are partially deaf (in one or both ears).

Before you left the hospital they should have checked for that. Sneak up behind them and whisper to them, if they smile but don't turn then they are just fine, but that really won't work until at least 6 months old. If at one year they don't really respond that well then have them taken to an audiologist for testing. If you are really worried then you can start teaching them simple signs as you talk. Signing is a great way of communication for baby's who can't talk. Sign for drink, hungry, tired, play, happy, stuff like that...just go on line and you can find all sorts of signing websites for baby.

Chelebeee has the right idea. But keep in mind that this is not 100% conclusive. Children with medical dysfunctions such as 'Autism' (Autistic) commonly ignore everything around them. So please check with your doctor, if you haven't already, for the proper way to diagnose deafness in your child.

There is a lot of factors that this covers, one if you make noises around them either by surprise or other wise and they respond your doing OK, if they are not making any noises at all as he/she grows mimicking sounds you make, then there is a big problem. when the child was born he should have had a hearing test done, talk with his/her doctor for further test. Good luck.

How old is your child? For a baby, stand behind them and clap your hands. If they react, then they probably aren't hard of hearing.
