Anything that contains starch e.g potatoes, barley,rye, rice or soluble sugars. During the malting process, starch is converted to sugar. This sugar is then "eaten" by the yeast and produce alcohol & CO2.
The base ingredient depends hugely on the distiller as the flavor and the characteristics of the vodka comes from the ingredient.

Most vodka today is produced from grains such as sorghum, corn, rye, or wheat.
Some vodka is made from potatoes, molasses, soybeans, grapes, sugar beets and sometimes even byproducts of oil refining or wood pulp processing. In some Central European countries like Poland some vodka is produced by just fermenting a solution of crystal sugar and yeast.

Vodka can be made from any fermentable organic materials, from whey to molasses. However, the finer quality vodkas are made soley from grain. After it is fermented and distilled, water is added to vodka o bring it to the "proof". Brands such as Absolut Vodka have their own water well that has water of great consistency and quality to match the fine quality of the vodka.
