If your focus is on the new generation, I would recommend examining the social impact of mentoring programs. While a library can offer a place to keep all of the information for the new generation, it is even more important that we build a strong foundation for this new generation to build upon.
I think the library is a great idea, but it does need to have all of the associated social programs that can help build ideas and imprint the idea of social responsibility to the upcoming generation.

If you have the financing to start a library, I think would be a great idea to implement some of these community programs like tutoring programs, educational grants, volunteer and community leadership courses, etc.

The problem with libraries is they will soon be obsolete. In schools accross the country, kids are more and more turning to computers to answer thier questions. Not that Study places are not needed. It's just that you can retrieve information much faster with the internet. So maybe a more apt goal would be a computer workshop or study area. Even textbooks will soon be a thing of the past. Downloading from the internet all text material will not only be cheaper, but corrections will be able to be made almost instantly. This will fundamentally change how kids are taught, and could be the salvation for future education costs. I could forsee 1/2 day classes with the other half using a laptop at home, or the aforementioned computer workshop or study area. We could fit double the amount of kids in a school this way without an increase in costs of the schools themselves.

Build a classic library. No computers, very little technology if you could stand it.
Nothing is better than a good book. It's like watching a very long movie in your mind. That's information for the non readers out there.
Call it the Hemmingway Memorial Library.

A library would be outstanding. Perhaps you could have computer terminals as well. And perhaps even a couple of meeting halls with a kitchen. There are any number of options.

i think that is great. but please first consult with the library professionals in your area and, of course, the community. also talk to the teachers and faculty at nearby colleges to identify their needs. make sure you have enough computers, and protect library resources from silverfish, mold, etc. with climate control. contact the American Library Association and talk to them.
